Job Description

  • Recruit, lead and manage the Contracting and Procurement team for the assigned project
  • Together with Director, Strategic Alliances & Contracting lead the negation of the Contract with the Yard and Detail Engineering Contractor to ensure a back-to-back agreement with Client Contracts.
  • Lead and manage contract negotiations with key suppliers, subcontractors and vendors
  • On behalf of the Project Manager, participate in the Client Contracts negotiations.
  • Liaise with the Legal Group and PDE Group for coordination of “Golden Rules”, legal advise and interpretation and for coordination of Standard Altera Contracts layout of Articles, Exhibits and other Terms and Conditions.
  • Manage and coordinated workshops with nominated focal points for key Contract Articles and Exhibits in accordance with RACI Charts set by the PDE .
  • Thereafter manage and administer the project contracts portfolio to; (1) meet the project objectives and strategies; (2) meet contractual obligations, and; (3) meet Altera internal rules and procedures. 
  • Perform and ensure proper contract administration for variations related to contracts, including ensuring that Contract Variations are identified early and advised to the Project Manager.
  • Negotiate amendments to or extensions of contracts as agreed.
  • Provide input to weekly and monthly reports and provide contract support to the Project organization.
  • Identify and own contracting risks, both the definition and ensuring that proper mitigation actions are implemented.
  • Liaise with cost control in order to estimate forecast cost well as estimations of potential future costs related to contractual issues and their potential impacts.
  • Participate in the change management process and together with the PMT ensure minimum changes at best possible cost and conditions. 
  • Ensure that contract and procurement processes are being carried out in the most efficient and cost-effective manner utilizing approved procedures. 
  • Participate in Contract audits, reviewing records for accuracy and conformance to standards.
  • Co-ordinate and lead pre-qualifying process and endorse recommended contractors / suppliers for tender lists, in order to maximize tendering efficiency. 
  • Co-ordinate the development, compilation, sourcing, pre-tenders, invitations to tender, tender openings, and evaluations of proposals received including all requests for qualifications.
  • Ensure commercial and contractual correspondence with client and contractors are efficiently handled.
  • Develop and analyses contract documentation (Interpretation of Contract Scope, Terms and Conditions, etc.)
  • Liaise with project team members to ensure commitments and milestones are achieved and liaise with Contractor to expedite progress mindful of foreseen liquidated damages.
  • Administration of legal issues related to damages, claims, disputes, litigations.
  • Support the Project Manager in establishing the Project Organization and the Project Execution Plan.
  • Ensure that all activities within responsibility is carried out in conformance with laws and regulations, contractual requirements and the Management system. In particular health and safety of personnel, natural and working environment and equipment shall be taken care of.
  • Perform other activities as required by the Nominated Project Manager.
  • Participate in PDE Department meetings as required.
  • Report and contribute with Lessons Learned and improvement of practices within Altera

Qualification Requirements

  • Management experience in leading contracting and/or procurement teams
  • Technical and / or commercial degree education.
  • Minimum 15 years' experience within commercial and contract administration in larger offshore projects.
  • Systematic and analytic.
  • Recent relevant experience in southeast Asian / Singaporean shipyards is an advantage.
  • Legal and commercial acumen required. 
  • Strong interpersonal skills applied to a multi-disciplined project team.
  • Excellent English verbal and written communication skills, including report writing and presentations.
  • Flexibility.
  • Problem-solving skills.
